The Central Procurement Unit sits within the larger Finance, Planning and Data Insight section which has responsibility for managing the University’s income and expenditure, ensuring we get value for money in all financial activity and that we comply with all statutory and regulatory requirements
This is a substantive grade 8 post but will be considered as a developmental opportunity at grade 7 – see further details in the attached jobpack.
Duties of the role
The post holder will provide proactive support for the procurement services at the University of Essex, enabling support to customers, creating the framework for engagement with the market and providing advice on the current state of the market and future options.
The post holder will undertake the tendering and letting of high value contracts on their own initiative, ensuring thorough market research is conducted to identify potential bidders for commodities, participate in tender evaluation meetings and make decision based on ‘value for money’ taking into consideration total cost of ownership.
The successful candidate will work with colleagues to promote the Central Procurement Unit, and will support and promote the implementation of category management and a change in the strategic approach to procurement within the University.
The post is based within the Central Procurement Unit at the Colchester Campus although the post holder will be required to provide a procurement service throughout all the University campuses. Travel to our campuses at Southend and Loughton, and to visit supplier sites may be required.
Skills and qualifications required
The successful candidate will be educated to degree level (or equivalent) and will ideally be a member of the Chartered Institute of Procurement and Supply, although support will be provided for those working towards, or wish to commence this qualification.
You will have relevant experience of end to end procurement processes, including (but not limited to) drafting tender documentation, experience of public sector procurement and the challenges faced, evaluating tenders and awarding contracts, with the ability to manage and supervise staff being desirable.
Excellent written, presentation and organisational skills with the ability to influence others at all levels and excellent IT skills, including proficiency in Microsoft Office and a familiarity with collaborative workspace environments (e.g. Box, SharePoint) are all essential to be successful in this post.
